La actividad portuaria fluvial y el trámite de homologaciones se adelantará de conformidad con los principios del interés público, responsabilidad jurídica, debido proceso, inalienabilidad, imprescriptibilidad e inembargabilidad de los bienes de uso público, y los principios de igualdad, moralidad, eficacia, economía, celeridad, imparcialidad y publicidad que rigen la función pública, el respeto por los derechos adquiridos con justo título, y en especial a los que se refiere el artículo 2° de la Ley 1242 de 2008.
