Obligatoriedad de la afiliación. La afiliación al Sistema General de Seguridad Social en Salud es obligatoria para todos los residentes en Colombia, salvo para aquellas personas que cumplan los requisitos para pertenecer a uno de los regímenes exceptuados o especiales establecidos legalmente.
