Evaluación de las propuestas . La evaluación de las propuestas se hará en forma integral y comparativa, teniendo en cuenta los factores de calificación que para el efecto señale la Comisión de Regulación de Infraestructura y Transporte. De acuerdo con la Ley 79 de 1988, se estimulará la constitución de cooperativas que tengan por objeto la prestación del Servicio Público de Transporte, las cuales tendrán prelación en la asignación de servicios cuando se encuentren en igualdad de condiciones con otras empresas interesadas. ( Decreto 170 de 2001, artículo 29).
