Sistemas y métodos. La autoridad minera, al hacer delegación de funciones en las demás autoridades, acordará con estas la adopción de sistemas y ayudas técnicas de operación y comunicación que garanticen un eficiente desempeño de las funciones delegadas y un permanente y completo flujo de mutua información. Será responsabilidad de dicha autoridad minera que las funciones delegadas sean ejecutadas bajo los principios de legalidad, celeridad, economía y eficacia.
