Créanse en la Escuela Municipal de Artes y Oficios de la ciudad de Cali ochenta (80) becas de a veinte pesos ($ 20.00) cada una, que se adjudicarán por el Ministerio de Educación a hijos de obreros en la siguiente forma: cinco (5) para cada uno de los Departamentos; y diez (10) para las Intendencias y Comisarías.
