Art. 1.° Hácense estensivas las disposiciones de la lei 53 de 1874 a la persona o Compañía que obtenga privilejio en el Estado soberano del Cauca para abrir un camino que ponga en comunicacion el distrito del Rosario o el Valle del Patía (municipio de Popayan) con la costa del mar Pacífico.
