Queda facultado el Gobierno Nacional para abrir los créditos que fueren necesarios en el Presupuesto, a fin de dar cumplimiento inmediato a esta Ley, dictada con motivo del primer centenario de la muerte de don Julio Arboleda, ocurrida, para dolor de Colombia el 13 de noviembre de 1862.
