Para dar cumplimiento a lo dispuesto en el artículo anterior, el Gobierno apropiará, a partir de- 1963, en los próximos tres años la cantidad de un millón y medio de pesos ($1.000.000.00), a razón de quinientos mil pesos ($ 500.000.00) anuales, que serán incluidos en los respectivos Presupuestos de 1963, 1964 y 1965.
