° Para efectos del artículo anterior, las instituciones oficiales presentarán ante el ICFES las disposiciones internas que reglamentan el valor de los derechos de matrícula. En cuanto a las instituciones no oficiales, éstas deberán presentar su solicitud con fundamento en los factores de que trata el artículo 156 del Decreto extraordinario 80 de 1980.
