De conformidad con lo dispuesto en el artículo 1° de la Ley 7ª de 1944, la "Convención Interamericana sobre Restitución Internacional de Menores", suscrita en Montevideo, Uruguay, el quince (15) de julio de mil novecientos ochenta y nueve (1989), en la Cuarta Conferencia Especializada Interamericana sobre Derecho Internacional Privado, que por el artículo primero de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
