ARTICULO 138 . FORMULACIÓN DEL PLIEGO DE CARGOS. El funcionario con atribución disciplinaria, formulará pliego de cargos cuando esté objetivamente demostrada la falta y exista prueba que comprometa la responsabilidad del investigado. Contra esta decisión no procede recurso alguno.
