Autorízase al Gobierno Nacional para abrir los créditos necesarios para atender al pago de las cuotas vencidas correspondientes, tanto a la Organización Provisional de Aviación Civil Internacional como a la Organización de Aviación Civil Internacional que con carácter permanente funciona desde el 4 de abril de 1947.

Autorízase asimismo al Gobierno Nacional para abrir los créditos necesarios para atender al pago de la cuota que corresponde a Colombia en la Organización de Aviación Civil Internacional en el período comprendido entre el 1º de julio de 1947 y el 30 de junio de 1948.
