Las normas contenidas en el presente decreto aplican a las Entidades Promotoras de Salud (EPS) y las demás Entidades Obligadas a Compensar (EOC), a los aportantes, los cotizantes, incluidos los pensionados que realizan aportes adicionales a su mesada pensional, y a la Administradora de los Recursos del Sistema General de Seguridad Social en Salud (Adres).
