º . Para los efectos del presente decreto se entenderá por personas damnificadas o afectadas por el desastre, aquellas quienes certifique como tales las entidades operativas del Sistema Nacional para la Prevención y Atención de Desastres, de conformidad con el censo que para tal fin se elaborará.
