º Forma de prestación del servicio. La prestación del servicio de telefonía móvil celular se hará a través de dos redes de telefonía móvil celular de cubrimiento nacional, denominadas Red Celular A y Red Celular B, comunicadas entre sí a través de la RTPC o de cualquier otro medio de transmisión Cada una de ellas deberá ser totalmente compatible entre sí de tal forma que sea transparente para sus respectivos usuarios, utilizando la facilidad del ROAMING automático entre los CCM que la conforman. El Ministerio de Comunicaciones definirá la banda de frecuencia para cada una de las Redes y efectuará la distribución equitativa de las correspondientes subbandas.
