Declaranse de utilidad pública y de interés social, los terrenos aledaños a las capitales de departamento o ciudades con más de cien mil habitantes, que se consideren necesarios para la expansión urbana, circunstancia que será definida por acuerdo de los respectivo Concejos Municipales, previo concepto del instituto "Agustín Codazzi".
