Tan pronto como sea sancionada la presente Ley, el Gobierno procederá a organizar los trabajos relativos a la construcción de las obras requeridas para la defensa de las isla de Tumaco y arreglo del puerto, escogiendo al efecto los planos y presupuestos definitivos de entre los varios estudios que tiene en su poder.
