Artículo cuarto. Las sumas recaudadas por este concepto, que excedan las necesidades mismas del reajuste de asignaciones del personal docente, serán destinadas al pago de las prestaciones sociales, ya sean éstas cubiertas directamente o por intermedio de las respectivas cajas o instituciones de previsión social, y a inversiones en educación.
