La suma a que se refiere el Artículo 4° de la presente Ley se incluirá forzosamente em el Presupuesto de Gastos de la vigencia próxima, y de no hacerse así, el Gobierno queda autorizado para celebrar las operaciones de crédito indispensables para darle cumplimiento.
