La acción disciplinaria y la aplicación de las sanciones serán procedentes aunque el empleado se haya retirado del servicio. Cuando la multa, la suspensión o la destitución no pudieren hacerse efectivas por cesación definitiva de funciones, se anotarán en la hoja de vida del sancionado, para que surta sus efectos como antecedentes o impedimento en el ejercicio de empleos públicos.
