Artículo quinto. Los fondos con que contribuyan el Departamento o los Municipios se destinarán exclusivamente para ampliación y mejora de los Organismos Sanitarios que por este Decreto se crean, mediante acuerdos entre la entidad respectiva y el Director Departamental de Higiene, debidamente aprobados por el Ministerio de Higiene, según lo estipulado en el artículo anterior.
