º. Excepción hecha de lo tocante a los gravámenes a la importación y exportación de mercancías, corresponde al Jefe de Rentas e Impuestos Nacionales la resolución de las consultas que se formulen sobre aplicación de los impuestos nacionales y el conocimiento de los recursos contra las decisiones de los funcionarios de Hacienda relacionadas con tales impuestos, todo de conformidad con las normas del presente Decreto.
