º. Modifícase el artículo 2º del Decreto 140 de 1999 en el sentido de indicar que durante el período de sesiones extraordinarias señalado en el artículo 1º del citado decreto, el honorable Congreso de la República se ocupará exclusivamente de adelantar el trámite legislativo del proyecto de ley "por la cual se adopta el Plan Nacional de Desarrollo".
