Art. 2.° Para que surta sus efectos la disposición del artículo anterior, es preciso que el Presidente del Estado interesados en la obra dirija al Poder Ejecutivo, nacional la factura de los elementos necesarios para su construccion, a fin de que esto dicte las órdenes del caso al Administrador de la Aduana respectiva.
