Artículo transitorio 2°. Cuando los documentos de identificación no permitan su lectura automática esta se hará mediante la captura del número de identificación por digitación manual, siempre y cuando se verifique la identificación dactilar del ciudadano. El procedimiento anterior, regirá tanto para el proceso de inscripción, como el de votación.
