Artículo cuarto. Las disposiciones del presente Decreto se aplicarán en concordancia Con las del Decreto número 3420 de 1954, y sin perjuicio del contrato celebrado entre el Fondo de Estabilización de Bogotá y las Empresas Públicas de Cartagena, que fue aprobado por Decreto número 1340 de 1952, y de otros compromisos adquiridos. Las operaciones de crédito interno o externo que celebre la Junta, deberán sujetarse al Decreto número 1050 de 1955 y a las demás disposiciones pertinentes.
