Artículo segundo. Créase para la "Cruz Roja Colombiana" un fondo de doscientos mil pesos ($ 200.000) moneda corriente, que tendrá por objeto atender en forma inmediata y con orden previa del Ministerio de Gobierno a los damnificados de calamidades públicas que se presenten en el territorio del país.
