Los Ministros de Agricultura y Fomento procederán a contratar con expertos en cooperación, estudios para fundar, al menos, diez Cooperativas Piloto de carácter agrícola y cinco de Consumo. Con base en ellos, patrocinarán la fundación de igual número de Cooperativas, en forma que aseguren la suficiente financiación, la correcta administración y la fidelidad a los principios. Las Cooperativas contarán con la asistencia de los organismos oficiales y semioficiales, especialmente dé crédito y fomento.
