° La Junta Directiva del Banco de la República, con el voto favorable del Ministro de Hacienda y Crédito Público, podrá ordenar la constitución de depósitos hasta concurrencia del 60% del total de los depósitos judiciales, en las instituciones bancarias que convengan en estimular el otorgamiento de préstamos destinados al fomento de la producción.
