La recaudación de los impuestos expresados en los artículos anteriores estará a cargo de un Administrador de Hacienda Nacional. Para la vigilancia del contrabando, visita de buques y demás funciones consiguientes, habrá un Resguardo, compuesto de un Jefe, dos Cabos y cuatro Guardas.
