Todo empleado o Agente del Gobierno Nacional encargado de recibir o custodiar fondos públicos, o de hacer pagos con ellos, preparara y rendirá al Contralor General, durante los primeros cinco días de cada mes y por conducto del Auditor Seccional donde exista, la cuenta comprobada de su manejo correspondiente al mes anterior, en la forma que ordene dicho Contralor.
