Las ordenanzas rigen en todo el territorio del Departamento, treinta días después de su publicación en el periódico oficial. Sin embargo, las Asambleas pueden reglamentar este punto como a bien lo tengan; pero en todo caso ninguna ordenanza podrá ser obligatoria antes de su promulgación.
