El capital inicial de la Zona Franca Industrial y Comercial de Barranquilla será de dos millones de pesos ($2.000.000.00) que aportará el Gobierno Nacional, el cual queda autorizado para hacer las operaciones financieras y abrir los créditos correspondientes.

Parágrafo

Autorízase al Gobierno y a las demás entidades de derecho público para dar en usufructo hasta por el término de cincuenta años, terrenos de su propiedad para el establecimiento de Zonas Francas.
