Artículo primero. por el término de un año, contado a partir de la sanción de la presente Ley, invitase al Gobierno Nacional de facultades extraordinarias para que dicte las normas legales necesarias tendientes a favorecer a los ancianos mayores de 60 años que carezcan de recursos económicos que le permitan subsistir dignamente.
