Art. 8°. Tampoco quedaran en libertad, ni aun presentando seguridades, aquellos que antes de la guerra o durante la guerra se hayan hecho responsables de delitos comunes o especiales, no castigados. Los de este caso serán puestos a disposición de la autoridad civil o militar que deba juzgarlos.
