El Secretario del Consejo permanecerá en sus funciones durante el periodo de funciones ordinarias o extraordinarias, y quince (15) días más tarde, para evacuar los asuntos despachados por el Consejo. En cada legislatura, el Secretario será de filiación política diferente a la de su antecesor.
