Las demandas referentes a la nulidad o irregularidades de los registros y escrutinios de los Consejos Electorales, presentadas ante el Concejo de Estado, o recibidas por éste antes del 1º de abril del año en que haya tenido lugar la respectiva elección, serán resueltas por dicho Consejo, en una sola sentencia.
