Artículo segundo. Para el mejor cumplimiento del Plan Quinquenal de Fomento Agrícola, el Gobierno Nacional establecerá, los demás centros de experimentación, investigación y de fomento agrícola que se consideren necesarios. Asimismo proveerá los cargos de acuerdo con las necesidades que imponga el desarrollo del mismo Plan.
