Las autoridades de la República están instituidas para proteger a todas las personas residentes en Colombia en sus vidas, honra y bienes, y asegurar el respeto recíproco de los derechos naturales, previniendo y castigando los delitos.

También han sido instituidas para la administración y fomento de los intereses públicos, a fin de que marchen con la apetecida regularidad, y contribuyan al progreso y engrandecimiento de la Nación.
