Autorizase a la Dirección de la Escuela Militar y Escuela de Suboficiales, y a los comandos de los Regimientos de Infantería Sucre número 2, Caballería General paes y Batallón de Ingenieros Caldas, para apartarse da los reglamentos actuales sobre instrucción y régimen interno, a fin de que puedan poner en práctica las reformas Que vaya indicando la Misión Multar Suiza.
