º . Sólo se expedirá carta de naturaleza a los extranjeros que hayan tenido una residencia continua en el país durante cinco años por lo menos, y que hablen y escriban correctamente el español. Los solicitantes deberán presentar un examen escrito de español ante las autoridades departamentales, y las pruebas de este examen serán enviadas, junto con los expedientes de naturalización, al Ministerio de Relaciones Exteriores.
