Los establecimientos educativos estatales que ofrezcan la educación formal en los niveles de preescolar, básica y media, serán autorizados para establecer el cobro por derechos académicos originados en la prestación del servicio educativo, de acuerdo con las normas contenidas en el presente reglamento. La definición y autorización de los derechos académicos constituye un sistema que hace parte integral del Proyecto Educativo Institucional y es contenido del mismo, en los términos del artículo 14o. del Decreto 1860 de 1994.
