Art. 21. El nombramiento de los Directores y Subdirectores de las Escuelas primarias corresponde al respectivo Gobernador del Departamento, debiendo hacerlo de entre la terna que para cada caso le presentará el Inspector General de Instrucción pública; y cuando este empleado falte, ó desempeñe sus funciones el Secretario General ó el de Gobierno, la terna la formará el Inspector provincial.
