Para el pago de esta suma se destina el 20 por 100 del producto bruto de la Aduana de Tumaco, el cual se pondrá a disposición del Gobierno del Estado del Cauca, conforme a las necesidades de la obra i segun las reglas que dicte el Poder Ejecutivo nacional, pudiendo retirar el ausilio en caso de que la obra no se lleve a efecto o de que se suspenda.
