Aspectos a tener en cuenta para otorgar el permiso. El Consejo Directivo del Instituto Nacional Penitenciario y Carcelario, tendrá en cuenta para dar cumplimiento a lo dispuesto en el artículo anterior, que se garantice la rehabilitación del delincuente atendiendo, las medidas especiales de seguridad que haya requerido durante su tiempo de reclusión, la seguridad para la sociedad consistente en que el beneficiario del permiso no delinquirá nuevamente y la descongestión de los establecimientos carcelarios.
