Con el fin de urbanizar y reconstruir el puerto de Buenaventura, estableciese por el termino de tres años una rebaja del noventa por ciento (90%) sobre los derechos de aduana, para los elementos de hierro y acero, los materiales de cerrajería, los destinados a instalaciones sanitarias y eléctricas que por dicho puerto se introduzcan al país, para ser empleados en edificaciones de la misma ciudad.
