De conformidad con el artículo 8° de la Constitución Nacional son colombianos por origen y vecindad los hispano-americanos que ante la Municipalidad del lugar donde se establecieren, pidan ser inscritos como colombianos, y por adopción lo extranjeros que soliciten y obtengan carta de ciudadanía.
