Para la financiación y generación de la infraestructura penitenciaria y carcelaria, el Ministerio del Interior y de Justicia tendrá un fondo sin personería jurídica, ni planta de personal, como un sistema separado de cuentas y cuya denominación será Fondo de Infraestructura Carcelaria.
