Todos los derechos que, por cualquier motivo, percibieren los empleados consulares, en su calidad de tales, pertenecerán a la Nación. Los funcionarios consulares con sueldo fijo no podrán retener para ellos parte alguna de esos derechos; los funcionarios ad honorem solo podrán retener para ellos hasta la suma de cien pesos ($ 100) por mes, como retribución de sus servicios.
