Es imprescindible, por lo tanto, que las personas encargadas de proponer y aprobar el otorgamiento estudien a fondo las solicitudes que les corresponda tramitar, con el fin de no desvirtuar ni demeritar el alto honor que se consagran en ellas, y garantizar su destino en quien las merezca plenamente.
